Vietnam expressed regret over Canada's decision to stop contacts with Hanoi at the level of ministries and agencies. Foreign Ministry spokesman Phan Thuy Thanh said the government hoped for a speedy normalisation of relations between the two countries.(Sources: Itar-Tass, 03/05/2000)
