The Vietnamese President Tran Duc Luong commuted the death penalty to life imprisonment for two Cambodian nationals, according to official sources. The two criminals Seng Bun Si or A Dung, born in 1951 and Chuan Oi or Che, born in 1947, both from in Phnom Penh, were sentenced to death for drug trafficking in Vietnam. They were two out of 11 offenders who had applied for the President's amnesty but appeals of the nine local prisoners were dismissed.(Sources: Vietnam News Brief Service, 19/11/2003)
