Strong Opposition to the Death Penalty and Solidarity with the Abolitionist Movement in Iran

A two-day conference organised by Iran Human Rights (IHRNGO) has concluded. Titled “Human Rights in Post-Islamic Republic Iran,” the conference was held on 18-19 October 2025 in Oslo, and is the fifth in a series of conferences dedicated to developing a human right–based discourse for the future of Iran, aimed at fostering dialogue among representatives of different political groups.

Shirin Ebadi, Nobel Peace Prize laureate and human rights lawyer; Fouad Pashaei, Secretary-General of the Constitutionalist Party of Iran – Liberal Democrat; Abdullah Mohtadi, Secretary-General of the Komala Party of Iranian Kurdistan; Yazdan Shohadaei, member of the Secretariat and spokesperson of the Iran Transition Council; Asso Hassan-Zadeh, representative of the Democratic Party of Iranian Kurdistan; Hamid Taqvaee, Secretary of the Central Committee of the Worker-Communist Party of Iran; Mahdieh Golroo, member of the Political Executive Board of the United Republicans of Iran; Nasser Boladai, Secretary-General of the Balochistan People’s Party; Homayoun Mehmaneh, member of the Executive Board of the Iran National Front-Organizations Abroad; Mona Silavi, Secretary-General of the Democratic Solidarity Party of Al-Ahwaz (DSPA); Younes Shameli, member of the Executive Committee of the Azerbaijan Democratic Party; Ebrahim Alizadeh, First Secretary of The Komala Kurdistan's Organization of the Communist Party of Iran; Esmail Abdi, former Secretary-General of the Iranian Teachers' Trade Association; and Shahin Modarres, representative of the Crisis Convergence Group.
At the conclusion of the conference, the following statement was approved and signed by all participants in support of the abolition of the death penalty and in solidarity with the “No To Death Penalty Tuesdays” abolitionist movement in Iranian prisons.
Full Text of Statement
We, the participants of the conference “Human Rights in Post–Islamic Republic Iran,” express our strong opposition to the inhumane punishment of the death penalty and condemn the ongoing wave of executions in Iran. We express our solidarity with the “No To Death Penalty Tuesdays” movement.
According to reports by Iran Human Rights, at least 1,165 people were executed in prisons across Iran from 1 January-19 October 2025, more than double the number during the same period last year.
The death penalty predominantly targets marginalised communities. The Baluch are disproportionally over-represented in execution figures, while Kurdish and Arabs executed on charges of collaborating with opposition groups is disproportionately high compared to their population size. Death sentences are issued without due process and fair trial rights and are often based on confessions obtained under torture. The death penalty serves as a tool of fear and intimidation to preserve the Islamic Republic’s rule.
The abolitionist movement in Iran is growing. The “No To Death Penalty Tuesdays” movement has been ongoing for 91 consecutive weeks, with prisoners in more than 50 prisons across Iran taking part in the weekly hunger strikes.
We, the participants of the “Human Rights in Post–Islamic Republic Iran” conference, while reiterating our fundamental opposition to the death penalty, call on the public, civil society organisations and the media to amplify the voices of those opposing the death penalty, particularly the “No Death Penalty Tuesdays” movement, and to support their act of protest.
We also call for the immediate halt of all executions in Iran and urge the international community to break its silence and take urgent and effective action to stop the ongoing wave of executions.
