UE. BANDO SU COMMERCIO STRUMENTI PER TORTURA ED ESECUZIONI CAPITALI

June 30, 2005: l'Unione europea ha messo al bando il commercio di strumenti che non possono essere usati se non per la pena capitale o la tortura, ha reso noto Emma Udwin, portavoce della Commissaria alle relazioni esterne Benita Ferrero-Waldner.
Le nuove misure, incluse nel Regolamento sul commercio proposto dalla Commissione e approvato da tutti gli stati membri, vietano il commercio di strumenti come cinture per elettroshock, sedie elettriche e ghigliottine.
Vengono inoltre previsti rigidi controlli sull’esportazione di strumenti ad uso multiplo, che possono cioé essere utilizzati nelle torture ma che hanno anche applicazioni legittime. Rientrano in questa categoria i ceppi ed armi che producono scariche elettriche.
Il Regolamento autorizza gli Stati membri a mettere fuori legge il commercio di ceppi, catene multiple o armi che producono scarica elettriche.
"I Regimi repressivi non saranno piÚ in grado di rifornirsi presso le imprese europee", ha scritto in un comunicato la Ferrero-Waldner, ricordando che "il rispetto dei diritti umani è il cuore della politica estera" dell'Ue.
"Obiettivo della Commissione – ha aggiunto Ferrero-Waldner - è incoraggiare tutti i paesi che non l'hanno ancora fatto ad abolire la pena di morte e la tortura, ed a seguire il passo dell'Ue nel controllo del commercio di strumenti utilizzati a tale scopo".
Il volume di questo commercio da parte degli stati Ue e' comunque ''minimo'', ha sottolineato la portavoce della Commissaria, precisando che le misure di Bruxelles ''puntano a sottolineare la nostra posizione'' in materia di tortura e pena di morte.
Nonostante la nota ferma condanna di Bruxelles nei confronti dei trattamenti disumani e della pena di morte, e' la prima volta che l'Unione decide di applicare misure specifiche per vietare concretamente il traffico di questi strumenti.
Nel precisare che in realta' si tratta di un commercio ''minimo'', la portavoce non e' stata in grado di fornire dettagli sull'entita' del fenomeno. ''Non abbiamo informazioni su chi commercia, e con chi'', ha spiegato Udwin, aggiungendo di non sapere nemmeno se Bruxelles abbia preso contatti con le imprese europee che potrebbero essere toccate dalle nuove misure.
