The government is considering a move to speed up the execution of drug offenders by eliminating the appeals process for Royal clemency. If adopted, the change would apply only to convicted producers and traffickers of drugs, with abusers being put into rehabilitation rather than treated as criminal offenders. There are now 146 inmates convicted of drug offences awaiting execution on death row, pending the outcome of clemency appeals.
