Qatar sentenced eight Indian former naval officers to death on October 26, 2023 after finding them guilty of spying for Israel on the Gulf state’s submarine programme. The Indian government “expressed deep shock” at the verdict, adding that “all legal options are being explored”. Qatar has made no public statements about the convictions, which come as its government plays a crucial role in brokering negotiations between Israel and Hamas to secure the release of civilian hostages captured by the Palestinian militant group during its October 7 assault on the Jewish state. A person briefed on the case confirmed to the Financial Times that the eight Indians had been charged with spying for Israel. They will be able to appeal against their sentences. Qatar rarely carries out the death penalty. The last execution in the Gulf state was in 2020 and before that in 2003, said the person briefed on the case. The Indian government statement said the Indians had been detained in Qatar in August last year. Israel did not immediately respond to a request for comment.

A Qatar court has reduced sentences for eight former Indian Navy personnel involved in an alleged espionage case, India’s Ministry of External Affairs (MEA) said on December 28, 2023. 
A ministry statement said the "sentences have been reduced" but did not specify what new penalty they would face.
This development follows the acceptance of an appeal by Qatar's Court of First Instance against the death sentences initially given to the Navy veterans.
"We have noted the verdict today of the Court of Appeal of Qatar in the Dahra Global case, in which the sentences have been reduced. The detailed judgment is awaited," stated the MEA in an official statement.
"Our Ambassador to Qatar and other officials were present at the Court of Appeal today, along with family members. We have stood by them since the beginning of the matter, and we will continue to extend all consular and legal assistance. We will also continue to take up the matter with the Qatari authorities," it added.
The MEA awaits a detailed judgment on the reduced sentences and reaffirms its commitment to ongoing engagement with Qatari authorities. 
The eight former Indian Navy officers, detained in Qatar for over a year, received the death penalty on October 26. They were reportedly arrested in August 2022 by Qatar's intelligence agency for spying.
The eight men are Captain Navtej Singh Gill, Captain Birendra Kumar Verma, Captain Saurabh Vasisht, Commodore Amit Nagpal, Commodore Purnendu Tiwari, Commodore Sugunakar Pakala, Commodore Sanjeev Gupta and Sailor Ragesh.
