Benin has abolished the death penalty, according to a decree issued by the head of state, Patrice Talon.
The abolishment was announced in a communiqué issued at the end of the Council of ministers’ meeting, adding that as a result all the capital sentences were replaced by life imprisonment.
"The Beninese Minister of Justice reported to the Council, the decision taken by the President of the Republic, by presidential decree in conformity with Article 60 of the Constitution to commute the death sentences handed down by the national courts to life imprisonment,” the communiqué, released on February 21 night pointed out.
Therefore, announced the minister of Justice, “no person sentenced to death is found in the prisons of Benin".
“This decision is the consequence of our country's stance in favor of the abolition of the death penalty, and the State's ratification of the Second Optional Protocol to the International Covenant on Civil and Political Rights," the statement said.

12 January 2018 :

On 21 February 2018, the government of Benin commuted the death sentence of all the 14 men to life imprisonment. This is after the decision, by the Constitutional Court of Benin, to  abolish the death penalty for all crimes in a 2016 after the entry into force of the Second Optional Protocol to the International Covenant on Civil and Political Rights, aiming at the abolition of the death penalty.
In March 2017 a bill was submitted to Parliament for consideration and adoption in, and which included, inter alia, a provision on the abolition of the death penalty, buti t could not be adopted because of the lack of a quorum. The new Criminal Code, which would be adopted in the first quarter of 2018 by Parliament, would formally confirm the abolition of the death penalty in Benin.
On 5 July 2012, Benin became part of the Second Optional Protocol to the ICCPR
The law of ratification was approvaed by the National Assembly with a great majority.

“The Abolitionist of the Year 2014” Award, which is promoted by Hands off Cain to recognize the person, who, above all others, has demonstrated an extraordinary commitment in the struggle for a moratorium on executions and the abolition of the death penalty, is conferred this year upon Boni Yayi, President of the Republic of Benin. 
During the summer of 2014, Benin hosted a panafrican conference to lobby African governments on the vote in favour of the 2014 UNGA Resolution for a Universal Moratorium on capital executions and for the adoption of a Protocol to the African Charter on Human and Peoples’ Rights for the abolition of the death penalty.
The last reported executions were carried out on 23 September 1987, when two persons were shot after receiving death sentences for ritual murder.  The last death sentence was handed down in 2010 to a woman sentenced in absentia for murder.
