An Unprecedented High in Khamenei’s 37-Year Criminal Rule

Executions in 2025 were more than double those in 2024, 2 1/2 times those in 2023, and approximately 4 times those in 2022., Executions in the 2nd half of 2025 were more than double those in the 1st half. The 376 executions in December 2025 have been unprecedented in the last 37 years., The execution of 64 women, which is nearly double last year’s figure, and the execution of 13 people in public, which is almost 3 times the number from the previous year.

The ruling Religious fanaticism in Iran has made 2025 one of the darkest years in Iran’s contemporary history, with 2201 persons executed. This marks an unprecedented high in the 37 years of the criminal rule of the regime’s Supreme Leader, Ali Khamenei. The names and places of execution for those executed have been verified and registered by the People’s Mojahedin Organization of Iran (PMOI/MEK) and made public through NCRI’ Secretariat’s statements during the year. A comparison of execution figures over the past 5 years, and figures over the past 12 months, reveal that as Khamenei’s regime has weakened and its crises have intensified, it has increasingly resorted to executions to create an atmosphere of terror and prevent popular uprisings.

The number of executions in 2025 is approximately 120% higher than in 2024 (1,006 executions), 160% higher than in 2023 (853 executions), and 280% higher than in 2022 (582 executions)., The pace of executions accelerated unprecedentedly in the 2nd half of 2025. The number of executions in the last 6 months of the year was more than double that of the first 6 months. So far, 376 executions have been recorded in December 2025, a figure unprecedented in the last 37 years., The victims of Khamenei’s execution machine in 2025 were hanged in 97 cities across 31 provinces, compared to 77 cities last year. The purpose of this expansion is to spread an atmosphere of terror to more parts of the country. Meanwhile, recording executions in remote prisons and small towns is far more difficult, meaning many victims and their places of execution could not be identified., Among those executed were at least 64 women, nearly double the number from the previous year (34 women executed in 2024). In 2025, 6 juvenile offenders were also executed., This year, 13 victims were hanged in public with unimaginable cruelty, nearly 3 times the number from the previous year (5 public executions)., The victims spanned all age groups, from 18-year-old youths to 71-year-old individuals. The average age of the 881 executed individuals whose age is known is 36., The issuance of death sentences against political prisoners on charges of membership in the PMOI significantly increased in 2025. Currently, 18 political prisoners—who were either sentenced to death on this charge in 2025 or had their sentences upheld by the regime’s Supreme Court this year—are awaiting execution. They are between 22 and 68 years old., The sham trial in absentia against 104 members and officials of the Resistance, which has been ongoing for 2 1/2 years, is paving the way for more executions and terrorist acts against members and supporters of the PMOI inside and outside Iran. This kangaroo court has also declared participation in PMOI demonstrations abroad as ‘baghi’ (armed rebellion), a charge punishable by death., In 2025, the anti-execution movement in Iran expanded unprecedentedly. As part of the ‘No to Execution Tuesdays’ campaign, prisoners in 55 prisons have gone on hunger strike every Tuesday. The campaign, which began on January 29, 2024, in Ghezel Hesar Prison, and passed its 101st week yesterday., Mrs. Maryam Rajavi, the President-elect of the National Council of Resistance of Iran, described the unprecedented surge in mass, collective, and arbitrary executions as a clear case of organized crime and a crime against humanity. She called it a desperate effort by a regime besieged by major domestic and international crises, which, fearing an uprising, has resorted to the gallows for its survival and waged an all-out war against the Iranian people. The enraged populace is fed up with the regime’s oppression, discrimination, and plunder and demands its overthrow.

Mrs. Rajavi added that the uprising of merchants and angry citizens in Tehran and other cities in the final days of this year, amidst the wave of executions, once again demonstrated the failure of the policy of resorting to mass executions to prevent an explosion of popular anger. The ruling religious dictatorship in Iran is weaker and more fragile than ever and is at a complete impasse. She added that the ‘godfather of execution and terror in the 21st century’ must be ostracized from the international community. Any dealings or negotiations with this regime must be conditioned on a halt to executions, torture, and terrorism, and its ringleaders must be brought to justice for 46 years of crimes against humanity and genocide.
