On November 19, 2025, the Third Committee of the United Nations General Assembly adopted a resolution condemning the gross and systematic violation of human rights in Iran, with 79 votes in favor and 28 against. This is the 72nd United Nations resolution condemning the crimes of the clerical regime in Iran.

The resolution strongly condemns the alarming and significant increase in executions and expresses grave concern over the use of the death penalty as a tool for political repression and silencing opponents and protesters, as well as the rising number of executions of women and minors. The resolution condemns the regime’s actions to suppress protests, including those that began in September 2022, particularly the use of the death penalty against individuals associated with the protests.

The resolution expresses serious concern about the Iranian regime’s lack of accountability for long-standing human rights violations, such as ongoing enforced disappearances, extrajudicial executions, and the destruction of evidence and cemeteries. It emphasizes that the lack of accountability of officials, as well as the systematic and continuous impunity for human rights violations, allows for the repetition and continuation of such abuses. The resolution also expresses concern about the incitement to discrimination, hostility, and violence in state-run media, which is reminiscent of the mass and arbitrary executions of 1988.

Mrs. Maryam Rajavi, the President-elect of the National Council of Resistance of Iran, welcomed the resolution, which reflects a fraction of the regime’s crimes. She said that following the Third Committee General Assembly resolution’s emphasis on the 1988 massacre and the recent surge in executions in Iran, and considering the killing of thousands during the uprisings of 2009, 2017, 2019, and 2022, the regime’s case must be immediately referred to the UN Security Council. She added that its leaders must be brought to justice for four decades of crimes against humanity and genocide. Since the beginning of 2025, at least 1,700 prisoners have been executed, nearly double the number executed during the same period last year.

Mrs. Rajavi added that, as noted in the resolution, the impunity enjoyed by the regime’s ringleaders for crimes committed over the past 47 years enables the repetition and continuation of atrocities like the 1988 massacre. She pointed out that the Special Rapporteur, in his July 2024 report, declared this a clear case of crimes against humanity and genocide, stressing that those responsible, including the regime’s Supreme Leader, Ali Khamenei, still hold key government positions.

Mrs. Rajavi stressed that the godfather of executions, terrorism, and warmongering in no way represents the people of Iran and must be expelled from the United Nations and other international forums. This is not only the demand of the Iranian people but also a necessity for peace and tranquility in the world today.
