Iran state media have reported the executions of nine defendants sentenced to death on charges of “moharebeh (enmity against god) through baghy (armed rebellion) and possession of firearms.” Their identities, nationalities, date and location of executions have not been disclosed.

The current ongoing execution wave began after the assassination of Hassan Nasrallah on 27 September 2024 and amid escalating tensions between Iran and Israel. Since 1 October 2024 (8 months and 10 days), at least 1,020 people have been executed, an average of one execution every six hours.

Condemning the group hanging, Iran Human Rights calls for urgent international action to address the execution crisis in Iran.

IHRNGO Director, Mahmood Amiry-Moghaddam said: “The nine men’s death sentences were issued by the Revolutionary Court without adherence to minimum fair trial standards, and have therefore no legal validity. Moreover, the Islamic Republic has been executing an average of one person every six hours in the past eight months without any adequate response from the international community.”

He added: “The executions in Iran have crossed the threshold of a crisis and must be met with a strong and urgent response from the United Nations, the European Union, and all governments that have diplomatic relations with the Islamic Republic and adhere to human rights principles.”
On 10 June 2025, the judiciary’s Mizan news agency reported the group hanging of nine prisoners without disclosing their identities, nationalities or exact date and location of the executions. However, at the time of their arrest, Mohammad Pakpour, Commander of the IRGC Ground Forces stated that the majority of the detainees were “foreign nationals.”

The nine men were sentenced to death on charges of “moharebeh through baghy and possession of firearms.”

According to the report, the defendants were planning to enter Iran through the Western border on 27 January 2018 when they were surrounded by forces from the IRGC's Najaf headquarters, and three IRGC members were also killed in the clash.

At the time of their arrest, state media reported arresting 16 individuals and killing five others. There is no news about the fate of the other seven detainees.

Due to their vague definitions, the charges of moharebeh (enmity against god), efsad-fil-arz (corruption on earth) and baghy (armed rebellion) are used for a wide range of offences. Additionally, as they are within the Revolutionary Courts’ jurisdiction, there is considerable subjectivity in the judgements made in the cases. In 2024, at least 31 people were executed for security-related charges.
