SPAIN. ZAPATERO, I WILL DRIVE A UN INITIATIVE AGAINST CAPITAL PUNISHMENT
June 17, 2008: Spanish Premier José Luis Zapatero announced that Spain wants to lead the campaign against the death penalty at the United Nations. In a discussion on Spanish foreign policy, Zapatero said the initiative against the death penalty at the UN "can’t be delayed, but until now there hasn’t been sufficient support and it must be strengthened."
The Spanish leader proposed "the creation of an International Commission for the Abolition of the Death Penalty" starting with "two concrete measures": firstly "the attainment of an effective morartorium on executions until 2015", and secondly the definitive banning of the execution of minors and the mentally incapacitated, "in every country in the world."
Zapatero announced this to an audience of diplomats and ex UN Secretary General Kofi Annan at a conference called “In the interests of Spain: a foreign policy commitment.” (Sources: Apcom, 17/06/2008)
