The Senate panel on justice and human rights proposed banning members of the public from carrying guns.
Pratin Santiprabhob, a Bangkok senator and former police director-general, proposed making possession of firearms illegal.
He said anyone possessing guns should be sentenced to 10 years' jail and those possessing military weapons be given the death penalty.
"No one except officers on duty should be allowed to carry a gun," he said. "They [the public] should not be allowed to have a gun in their houses either. When we have guns we feel safe and confident. But those weapons lead to violence," Prathin said.
