Legislation setting penalties for possession and trafficking in methampethamines was overwhelmingly approved by the House.
The bill sets penalties ranging from jail terms to capital punishment.
After a lengthy debate, it was decided that anyone caught with 15 pills or more will be judged as a drug dealer, not an addict. The cabinet had earlier set the minimum at 800 pills.
The House committee scrutinising the bill had cut it to 25, but finally agreed to settle at 15.
