UZBEKISTAN: THE DRAFT OF THE NEW CONSTITUTION PROPOSED TO BAN THE DEATH PENALTY

June 27, 2022:

Uzbekistan has proposed to ban the death penalty. The corresponding item was included in the draft law on amendments and additions to the constitution of the republic, published in the parliamentary newspaper Narodnoye Slovo on 25 June 2022.
“In the Republic of Uzbekistan, the death penalty is prohibited,” the text of the draft says. Article 24 of the Constitution of Uzbekistan provides that the right to life is an inalienable right of every person and is legally protected. The death penalty as the highest measure of punishment has been abolished in the country since January 1, 2008.
In addition, it is proposed to add a clause to the country’s basic law that “a person during detention must be explained in a language that he understands his rights and grounds for detention”, as well as to limit the period of detention of citizens by law enforcement agencies to 48 hours.
Earlier it was reported that the draft law on amendments and additions to the constitution of Uzbekistan included a clause on extending the term of office of the president from five to seven years.
President of Uzbekistan Shavkat Mirziyoyev announced the renewal of the country’s constitution in December 2021. The head of state believes that the document needs to be “harmonized” with the modern realities of Uzbek society and the essence of the reforms being carried out in the country. The renewal of the constitution of Uzbekistan will take place through a nationwide referendum, which will be preceded by a nationwide discussion of the draft, which will last until July 4 inclusive.
