05 October 2009 :

Belarus should hold a "permanent" public discussion on human rights, Italian Foreign Minister Franco Frattini told reporters in Minsk. Such a discussion should take place within the "framework of responsibility at the top political level in this country", the minister said. Frattini said that the Public Advisory Council under the aegis of the Presidential Administration is "exactly within the framework of such a responsibility."
